Thomas Dohmke, the CEO of GitHub, spoke at the EU Open Source Policy Summit in Brussels. He shared his thoughts on the EU’s forthcoming AI Act.

In his words, the AI Act will shape the regulation of AI globally. So we must ensure its accuracy for both the open-source community and developers.

Born and raised in Germany, Thomas Dohmke now resides in the US. He is familiar with the common perception that the EU needs more tech innovation leadership.

“As a European, he is thrilled to witness open-source AI initiatives challenge the notion that only the US and China can lead in tech innovation,” Dohmke stated. He added that “being a European living in the US, he has to admit that this perception often holds true. But, open-source developers are starting to change this.”

AI is poised to transform nearly every aspect of our existence. Regulating AI is crucial to balance minimizing its risks and maximizing its benefits.

According to Dohmke, overregulation risks stifling innovation, causing startups to flock to countries like the US and China with lighter regulations. Europe risks falling behind and losing influence in AI on the global stage.

Dohmke stressed the significance of the AI Act, stating, “This policy has the potential to set the standard for AI regulation worldwide. It’s essential for Europe’s tech leadership and the future of the European economy. The AI Act must be equitable and favorable for the open-source community.”

Consensus Among EU Lawmakers


EU lawmakers aim to reach a draft agreement on AI regulations next month to gain approval from member states by year-end. Dohmke encouraged saying that open-source is the foundation of AI innovation in Europe.

The EU can break the narrative that the US and China must lead. The union should provide the open-source community with the resources and clarity to cultivate and bring their ideas to life. He added that by doing so, Europe has the opportunity to be a pioneer in this new AI era.
